Mars is in Mangal Dosha when it is in the 1st, 2nd, 4th, 7th, 8th or 12th house. The houses are whole signs, counted once from the Lagna and once from the Moon sign. Both give a full dosha; one gives a partial dosha.
The classical cancellations (Mars in its own or exalted sign, aspects of benefics, both partners Manglik) are not applied here, and different traditions use different lists, so discuss marriage questions with an astrologer.
