Vimshottari Dasha divides life into periods ruled by the nine planets. The one you are born into depends on the Moon's nakshatra at your birth.

The lord of the Moon's birth nakshatra rules the first Mahadasha. The part of the nakshatra the Moon has already crossed is the part of that Mahadasha already over at birth, so the first period runs only for the balance. The nine Mahadashas follow in a fixed order (Ketu 7 years, Venus 20, Sun 6, Moon 10, Mars 7, Rahu 18, Jupiter 16, Saturn 19, Mercury 17) for 120 years.
Each Mahadasha divides into nine Antardashas, starting with its own lord, each in proportion to its lord's years; each Antardasha divides into Pratyantar Dashas the same way. Years are 365.2425 days, counted from the exact birth moment.
Because you are born partway through it: the Moon had already crossed part of its nakshatra at birth. Only the balance remains.
Yes. The Moon moves about one degree every two hours, and one degree is 7.5% of a nakshatra: about 18 months of Venus's 20-year Mahadasha.
